of the Glens Falls Police Department for the year 2010. As the city, state and country continue through a period of
economic uncertainty, let me reassure you that the members of the Glens Falls
Police Department remain committed to ensuring the safety of the residents we
serve. 2010 was another busy year for officers. The department
handled 23,208 calls for service. Call volume has risen for the last two years.
Narcotics are still the primary area of concern and while arrest numbers
remained relatively the same, drug arrests were up by 28%. Parking enforcement and fines were up substantially. A
promising sign is that, while traffic enforcement is up by 13%, DWI arrests were
down by 13%. Once again, the men and women of the Glens Falls Police
Department continue to do their best for the citizens of Glens Falls. Their
commitment to excellence and dedication to this community is second to none. We
look forward to being a
part of all that Glens Falls has to offer.

As with the previous several years, the majority of the
investigations and arrests of 2010 were directly related to narcotics. We
also handled numerous sexual assault complaints and sexual content
complaints. What follows are the highlights of those activities.
An 18 year old Glens Falls man was arrested on two
misdemeanor counts of sexual misconduct and endangering the welfare of a
child following an investigation alleging defendant engaged in sexual
intercourse with a 15 year old female known to him.
Detectives
executed a search warrant at a Glens Falls home located on Stoddard Street.
As a result a Glens Falls man and his girlfriend were arrested on
charges that he sold heroin and that they allowed his four year old son to
be present while there was drug activity going on in the home. The
defendant, a 25 year old Glens Falls man, was arrested on two felony charges
of third degree criminal sale of a controlled substance and third degree
criminal possession for selling heroin in Glens Falls.
His live-in girlfriend, 20 years of age, was charged with
endangering the welfare of a child, a misdemeanor, because defendant’s four
year old son was present during some of the alleged drug sales.
Also found in the home was a large quantity of used hypodermic
needles which were hidden in ceiling tiles of the bathroom.
Detectives arrested an 18 year old Ft. Edward man for possession of a forged instrument in the second degree, a felony and petit larceny, a misdemeanor after an investigation of him stealing a number of checks from an acquaintance and cashing them throughout the area. Investigation was assisted by Hudson Falls Police detective division.
A Glens Falls woman was arrested on felony assault
charges for beating a man with a frying pan. The 25 year old woman faces
second degree assault charges following an incident that took place December
2009 at the Village Green Apartments.
A 33 year old Ogden Street man was arrested on
misdemeanor assault and unlawful imprisonment charges after he was involved
in a domestic dispute with his wife alleging that he did restrain her by
holding her onto the bed, refusing to let her go covering her mouth and nose
to keep her from screaming for help while police were driving by. Defendant
also caused physical injury to his wife as well.
A Glens Falls man from West Boylston Street who broke
into a neighboring home and tried to attack the resident started a 6 ½ hour
standoff which ended peacefully. Glens Falls Police Officers had gone to
arrest defendant on a warrant for failing to appear in court. He did not
answer the door. Shortly after
police received a call about a naked man smashing through the door of a
nearby home with a club or ax and threatening the women inside.
The women fled and defendant kept chasing her yelling “ I’m going to
get you, you son of a bitch.”
Responding officers began checking for the man and observed the naked
male subject, known to police, running towards the backyard of 47 Boylston
Avenue. Defendant was pursued on
foot and ignored officers request for him to stop and he continued into his
residence, closing the door and blinds.
Defendant was taken into custody on first degree burglary charge.
Detectives questioned a New Jersey man as a potential
suspect in a robbery case resulted in his arrest after he was found to have
50 grams of crack cocaine. The New Jersey man was spotted by detectives on
South St. and noticed that he resembled the description of a man responsible
for a June robbery on the bike path in Glens Falls. He also gave a false
name because he was wanted on drug and weapons charges in another state.
Defendant was charged with two counts of criminal possession of a controlled
substance, both felonies, and false personation.
Four teens were arrested for walking into an occupied home
and stealing a man’s wallet. The four teens went into a Cooper Street home
through a back door and stole a wallet that was on a table. An occupant of the
home heard the intruders, “prompting” the group to flee.
The four suspects were apprehended by police and arrested with felony
counts of burglary, grand larceny, criminal possession of stolen property and
conspiracy.

In May of this year the Detective Division saw a change
in personnel. Det/Sgt Lloyd Swartz was promoted to Captain and Sgt John
Winchell came from the Patrol Division to fill the vacancy. A close working
relationship with Warren County Narcotics Unit, a revived Washington County
Drug Task Force and New York State Police Community Narcotics groups has
been maintained and is thriving. A point of contact for information sharing
has also been established with Albany PD, Schenectady PD, Rutland PD and
others.
There have been some notable arrests and seizures in
2010:
In May in assistance to Washington County DTF executed a
search warrant in Hudson Falls, resulting in 2 arrests and the seizure of
three ounces of crack cocaine.
In July during the course of a robbery investigation, a
routine suspect interview turned into a seizure of nearly two ounces of
crack cocaine. This person, a clearly tattooed gang member, was also wanted
by New Jersey authorities on weapons charges.
Also in July a major drug supplier was indicted in Warren
and Washington Counties and arrested.
In September a NYS Parole absconder was arrested with over six grams of crack cocaine packaged for sale.
Also in September after a complaint from the NYS Racing and
Wagering Board, an investigation into a larceny from the VFW Bell Jar Account
was begun. The investigation culminated in the arrest of the Bell Jar Manager
for a larceny of $77,000.
Lastly in September a woman was arrested for several
forgeries after a multi-county crime spree to fuel her drug addiction.
