It is again, my pleasure to submit to you the annual report of the Glens Falls Police Department for the year 2009.
As the city, state and country go through a period of economic uncertainty, let me reassure you that the members of the Glens Falls Police Department remain committed to ensuring the safety of the residents we serve.
2009 was another busy year for officers. The department handled 21,656 calls for service. This is slighly up from last year. Narcotics are still the primary area of concern.
Once again, the men and women of the Glens Falls Police Department continue to do their best for the citizens of Glens Falls. Their commitment to excellence and dedication to this community is second to none. We look forward to being a part of all that Glens Falls has to offer.
2009 saw the retirement of three long time police officers, Captain Kevin W. Conine, Sergeant Harold Morrison and PO Phillip Lindsey. We are grateful for their service. We also added five new officers to our ranks. So far, they have exceeded our expectations.

As with the previous several years, the majority of the investigations and
arrests of 2009 were directly related to narcotics. We also handled numerous
sexual assault complaints and sexual content complaints. What follows are
the highlights of those activities.
When a laptop came up missing from an office at Andritz Inc. one of the
first places the victim searched was eBay, an online auction site. Sure
enough, an identical computer was spotted and it was put up for auction by
someone in the Glens Falls area. Police were notified and detectives e
mailed the seller seeking to talk to him. As a direct result of this
investigation a suspect identified and located then later confessed to
stealing the computer. The defendant was contracted out as a cleaner for the
Ridge St. building and confessed to entering the building on an off day
through an unlocked door then stealing a computer. He was charged with third
degree burglary and fourth degree larceny, both felonies.
Two brothers, one from Gansevoort and the other from Saratoga Springs were
arrested on felony weapons and assault charges in connection with an attack
at the Hotel Madden that is believed arose out of a dispute between two
groups of young men claiming to be members of gangs.
As a direct result of this investigation, detectives assisted investigators
from Warren County Sheriff’s office and South Glens Falls pd in arresting
the Gansevoort man for the attempted robbery of a woman in Queensbury as
well as a robbery in the village of South Glens Falls.
This same defendant was also arrested on petit larceny charges for
stealing beer out of a Glens Falls Rite-Aid.
A Schenectady man was arrested
for criminal sale of a controlled substance in the third degree, a felony,
after he tried to sell crack cocaine to a police informant.
A 29-year-old Glens Falls man from Elm st. was arrested on harassment and
endangering the welfare of a child charges after he made threats to
physically harm a female known to him in front of her 8-year-old niece.
Glens Falls police responded to the Glens Falls hospital after security
officials reported locating an object in the emergency room section of the
hospital. When Police arrived, the object had been moved to the parking lot.
GFPD secured a perimeter around the device and notified the New York State
Police Bomb Squad. An x-ray analysis initially appeared to indicate that the
object was an actual explosive device. The object was rendered safe and a
further exam revealed that it consisted of an aerosol can of butane, small
metal balls, a circuit board and wires wrapped in black electrical tape.
There was no actual source to detonate the device.
The report of the device which concluded the investigation and
resulted in the charge against suspect. The object was located in a room
that the suspect had been in immediately prior to its discovery.
A brother and sister duo were arrested on possession of forged instrument
first charges, class c felonies, after an investigation that they
used counterfeit U.S. currency to purchase alcohol
in downtown bars on New Years Eve. Suspects in this case would use
the counterfeit money to make a purchase then receive real money as change
back.
A 30 year old Glens Falls man from
Fredella ave. was arrested on assault third and endangering the
welfare of child charges after a investigation with Child Protective
Services that he caused injury to a eight year old child known to him by
allowing her to play and restrain herself with handcuffs and a belt then run
around his living room then caused physical injury to child by twisting and
pulling the belt that had been wrapped around her to the point that it left
injury in the form of bruising to her left arm.
A 36 year old man from Saratoga County was arrested on two felony and two
misdemeanor charges after his attempt to avoid traffic tickets by giving
uniformed officer’s his roommate’s name. The roommate received a letter in
the mail from Glens Falls City Court about a missing court appearance.
He knew he had not been ticketed then asked his roommate about it.
The victim in this case went to court to let them know what defendant had
done. Defendant was then charged by Detectives with identity theft, forgery,
criminal impersonation and falsifying business records. He was also charged
with new traffic violations from the original traffic stop due to having a
suspended license.
A 40 year old Glens Falls man was arrested for possessing an obscene sexual
performance by a child, a felony, after detectives investigated an
allegation that he had been downloading child pornography to his lap top
computer. With the assistance from the New York State Police Computer Crime
Unit, detectives were able to reveal images on defendant’s laptop computer
depicting dozen of images of children obviously under the age of sixteen
performing sexual acts with adult males.
A 20 year old Glens Falls man was arrested for assault 2nd, a
felony and endangering the welfare of a child and criminal possession of a
weapon in the fourth degree, both misdemeanors, after he used a padlock
wrapped in a bandana to strike a youth in the face causing a laceration to
his lip resulting in victim receiving stitches after seeking medical
treatment at the Glens Falls Hospital.
Detectives arrested a 49 year old Queensbury man for health care fraud in
the fifth degree and petit larceny, both misdemeanors, after an
investigation alleging he intentionally defrauded the Genworth Health Plan
by submitting documents that contained false information. Defendant in this
case worked as a home health aid for an elderly Glens Falls women who
retained the policy to pay defendant.
Detectives arrested a Hudson Falls man for offering a false instrument
for filing, a felony, after police learned he signed a false name to a
paternity acknowledgment form after his girlfriend gave birth to a child
over the winter. Defendant signed the false name due to back child support
issues.
Detectives assisted NYS Parole Officers in arresting a parolee from Union
St. in Glens Falls on outstanding parole issues. Upon arrest parolee was in
possession of 50 MDMA pills, a hallucinogenic substance. He was charged with
felony possession of a controlled substance.
A 19 year old Montcalm St. female was arrested on possession of forged
instrument and grand larceny charges, all felonies, after she possessed and
cashed a forged counterfeit check from Wal-Mart
made out to another person.
A 19 year old Queensbury man was arrested on felony arson and burglary
charges after he knowingly entered and remained unlawfully in a vacant South
St. residence and started a fire causing extensive damage to the structure.
Detectives assisted NYSP BCI in arresting a 57 year old Albany man
for grand larceny in the third degree, a felony. Defendant in this case was
employed for a armored car service responsible for filling ATM machines.
Through this investigation and examination of records it was determined that
defendant stole $13,810.00 from an ATM machine located in the Glens Falls
area.
A 25 year old Glens Falls man was arrested on felony grand larceny charges
after he stole more $1,000 from a elderly man that he had been doing odd
jobs for. Defendant in this case made unauthorized purchases on victim’s
debit card.
A thirty year old Troy woman was arrested for criminal impersonation in the
second degree after an investigation in that she impersonated another person
to obtain prescriptions from the Health Center on Broad St..
A 30 year old woman from Lawrence St. was arrested on burglary and related
charges after an investigation alleging she entered and remained unlawfully in 9
Murdock Ave, Glens Falls, a dwelling, with the intent to commit the crime of
larceny therein.

The Glens Falls Police Department saw notable changes in use and sale of
illegal controlled substances in the region in 2009.
We saw a significant increase in heroin use and sale and
the diversion of prescription medication among adults and school age
individuals.
Heroin was thought to be a end-stage drug, one people would use
after experimenting with all others.
Now, with the huge fall in street price of individual
doses, heroin is becoming an experimental drug for a large number of young
people.
This is particularly alarming due to physical addiction risk associated
with this type of drug.
The Glens Falls Police has seen a gradual increase in the
use and sale of heroin over the past several years.
Traditionally, heroin sales were reserved for addicts
who needed a sustained income to support an addiction to the drug.
Heroin is physically addictive and people who use heroin
or prescription opiates for prolonged periods of time find themselves unable to
abstain without suffering withdrawal symptoms that have been compared to the
flu.
In 2009, however, we began to see individuals who were known to Police
as “crack cocaine dealers” also begin selling heroin, praying on the addiction
of certain individuals in our community for their own monetary gain.
This increase in use will undoubtedly have long term
consequences on our community.
We have also experienced a rise in use and diversion of
prescription drugs.
We have seen that the illegal use of opiate based
prescription medication is often times the precursor for individuals abusing
heroin.
There has been no notable change in the use and sale of
other illegal drugs such as cocaine, crack cocaine and marihuana.
