It is our pleasure to present to you the annual report of activities for the City of Glens Falls Police
Department for the year 2001.
The face of law enforcement changed locally, regionally, nationally and internationally as a result of the
September 11 terrorist attacks. We have attended briefings with Governor Pataki, Superintendent James
McMahon, Jim Kallstrom, members of the FBI as well as the US Attorney's Office. We have responded
to items suspected to be contaminated with anthrax. We have conducted threat assessments of our
buildings and infrastructure. We have met with all public safety entities in our region to discuss our
situation and our preparedness. The result is that we are prepared to respond and we can say with
confidence that we can handle whatever situation should arise.
The face of the Glens Falls Police Department changed again this past year as Sergeant Harry McDonald,
PO Joseph Affinito, PO Matthew Evans, PO Wayne Scoville, PO Daniel Welch and Dispatcher Glen
Gosnell moved on to other opportunities. Joining us this past year were PO G. Joseph Boisclair, PO
Jammie Rossi, PO Gerald Willette Dispatcher George Habshi and Dispatcher Adam Chittenden. PO
William Valenza was elevated to the rank of Sergeant. Investigator Paul Frettoloso was elevated to the
rank of Detective Sergeant.
The year 2001 saw our technology put to good use as Police Officer Steven Huntington used one of our
Automatic External Defibrillators (AED) to save the life of an elderly heart attack victim at the YMCA.
In our mission statement we value human life above all else. Officer Huntington's outstanding contribution
is the epitome of what we all strive for. Police Officer Steven Huntington received a well deserved
commendation for his effort and dedication.
In this past year Sergeant John A. Winchell received statewide honors when he was chosen to receive the
MADD/DWI Enforcement "Top Cop" award. This most prestigious award was one of only 13 given out
statewide. Sgt. Winchell is very deserving of this acknowledgment of his fine efforts and we give him our
most sincere congratulations.
At the same awards ceremony cosponsored by the New York State Division of Criminal Justice Services
and MADD, the Glens Falls Police Department was chosen to receive the Law Enforcement Challenge
Award for outstanding DWI enforcement efforts. We were chosen as one of seven departments statewide
for this honor.
Our narcotics enforcement effort continues to be a priority. Narcotics trafficking, specifically crack
cocaine, as in the past, is something we see as the single most important factors adversely affecting the
quality of life in the Glens Falls region. We simply cannot back off on our resolve to apprehend drug
dealers. MDMA also known as ecstasy is being seen much more often in our region. Unfortunately heroin
is also being seen in our area. We have made heroin purchases in Glens Falls.
In 2001, our Child Safety Seat Program grew by leaps and bounds. The Department now has seven Child
Safety Seat Technicians on our staff. This allows us to offer a free service to those we serve by installing
the child safety seat correctly and then demonstrating the correct installation for the parent. Two grants
from the Governor's Traffic Safety Committee have allowed us to bolster our program. First, we received
a grant of 50 safety seats designated for low income Warren County residents. Secondly, we received a
grant of $9,500 to purchase a trailer and additional safety seats to be used at checkpoints. Our Child
Safety Seat Program has proven to be an outstanding addition to our occupant restraint enforcement effort
that once again is proving to us that we are making a difference by saving lives.
This past year the law enforcement agencies in Warren County were chosen to pilot an electronic ticketing
program for New York State. We received a $58,000 grant from the Governor's Traffic Safety Committee
to fund the pilot. With e-ticketing the officer in a patrol vehicle uses a bar code reader to capture license
and registration information which is automatically populated into the traffic ticket. The ticket is then
printed out on the in-car printer. The project is going well and serves to speed up our traffic encounters.
Captain Stanley Wood continues to oversee the Police Department's participation in the Warren
Washington County Victim Impact Panel for DWI offenders. The Panel has repeatedly proven its value
to the community as a way to reduce the incidents of individuals re-offending. We have proven that our
educational efforts have been working to reduce DWI offenders from first-time offending. The Panel's
value is that it is a proactive way to reduce the incidents of recidivism. In fact, to date the recidivism rate
for those attending our Victim Impact Panel is an amazingly low 2.9%.
In 2001 we began DOT Truck Safety Inspections in cooperation with the New York State Department of
Transportation. Officers are given special training in inspecting commercial vehicles for safety violations.
During the year, 207 trucks were inspected and 168 traffic tickets were issued. The Truck Safety
Inspections are just one more way we are making the highways in the Glens Falls region safer for the
motoring public.
In response to concerns from downtown merchants and members of the Common Council we began a
Quality of Life (QOL) patrol in the central business district. The patrol consisted of two uniformed, highly
visible officers that were tasked specifically to enforce minor "quality of life" offenses. Offenses like open
container, underage drinking, possession of marihuana, urinating in public and disorderly conduct were
specifically targeted. The results of the patrol were quite remarkable with the officers averaging 20 arrests
per weekend. The violation arrests for 2001 increased by over 63% which we believe is attributable to the
QOL patrol. Downtown merchants have reported a change for the better downtown as a result of the
patrols.
Again in 2001 our grantsmanhip has been extremely successful, allowing us to accomplish things that
would simply be unheard of without grant money. During the past year we were awarded $109,051 in
grants for various projects. That brings our total of all grants awarded since 1995 to a total of $1,122,827.
The condition of the Police Department's headquarters continues to be a problem that must be dealt with.
The Police Department cannot be renovated or updated it simply must be replaced with new quarters.
All of the outstanding members of the Glens Falls Police Department perform an incredible service for the
citizens of the Glens Falls region. We know this because for the past several years we have been mailing
out customer satisfaction follow-up surveys to individuals we have had contact with in the preceding ten
days. The responses have been extremely reassuring, averaging well over a 90% approval rating. That
tells us we are doing more than just the right thing, we are doing the right thing exceptionally well indeed.
We consider it our personal honor to serve. We willingly go that extra step to perform in exemplary
fashion. The ladies and gentlemen of the Glens Falls Police Department look forward to serving in the year
2002 and beyond with knowledge, courage and integrity.

Summary Report
In January, a Glens Falls man was arrested and charged with Aggravated Assault on a Child
less than 11 years old, after an investigation into a 6 year old reporting that his father punched him
in the face, knocking his tooth out. The man was on probation at the time of his arrest for a previous
assault on the same child. Also in January, a narcotics investigation resulted in the arrest of ten
defendants on state and federal charges for Conspiracy to Possess with intent to Distribute Cocaine
and various other related state charges stemming from a three month investigation into the sale of
Crack Cocaine in the Glens Falls/Hudson Falls region. This investigation was conducted by the Glens
Falls Police, Hudson Falls Police, Warren County Sheriff's Department, the New York State Police,
The US Drug Enforcement Administration, New York State Parole and the New York City Police
Department.
In February, a Glens Falls woman was charged with Endangering the Welfare of an Elderly
Person and Assault after an investigation into the assault on the woman's 83 year old mother and 83
year old father. The mother suffered bruising after she was jumped on and the father suffered from
burns to his groin, after having hot water poured on his lap.
In March, we assisted Hudson Falls Police, New York State Police and the Drug Enforcement
Administration in an investigation of a local man who was obtaining large quantities of
Pseudoephedrine and forwarding it to a New Jersey man, who in turn was sending it to a
methamphetamine lab in California. As a result of this investigation our share of seized currency was
more than $16,000.
In April, we assisted the Drug Enforcement Administration in the investigation and arrest of
an Albany man for his participation in distributing crack cocaine in this area. More than an ounce of
crack cocaine was seized. Also, a Glens Falls man was arrested for Rape First degree, after an
acquaintance of his reported that he forcibly raped her. After his arrest, two additional woman came
forward also claiming that he raped them. The suspect pled guilty to a felony and was put on
probation. He was arrested again in January 2001 after another acquaintance reported that he forcibly
raped her. He is currently in jail. We also arrested a 56 year old man, after an investigation that he
had been supplying cigarettes to the children in his neighborhood, as young as 11 years old.
In May two men were arrested after an investigation alleging they were supplying marihuana
to junior high school students. Both were charged with felony Criminal Sale of Marihuana. Also in
May a Texas man was arrested for being a Fugitive from Justice from that state for the theft of a
firearm. He was also charged with Felony Assault on the 3 year old daughter of his girlfriend in Glens
Falls. The mother was charged with Hindering Prosecution for attempting to warn him that the Police
were after him. The woman was also charged with Felony Assault of her own daughter after she
confessed to assaulting her daughter. A Ticonderoga man was arrested for Grand Larceny, after an
investigation into a strong arm robbery of a woman's purse on Glen Street. Also, a Hudson Falls man
was arrested for selling his mother's prescription drugs. He was advising his customers that they were
buying ecstacy. We assisted Hudson Falls Police in a drug related drive-by shooting and arrest of the
New York City resident responsible. Also in May a 36 year old upstate man was arrested and
charged with Attempted Coercion, after a 12 year old city youth reported that a stranger attempted
to abduct him on Maple Street.
In June, after an investigation into the larceny of $8,000 from a local bank, we arrested a teller
at that bank. Also, a clerk in a local convenience store was charged with Sexual Abuse in the First
Degree, after an investigation into a report of a child being molested by the clerk while the child was
in the store with her mother. We also arrested a local man after investigations into the sale of crack
cocaine and marihuana in Glens Falls, Queensbury and Hudson Falls.
In July, three city residents were charged with various counts of Endangering the Welfare
of a Child and Criminal Sale of Marihuana, after reports that they had been supplying youths with
marihuana on repeated occasions. In an unrelated matter, we arrested three local men, who are
admitted gang members, after separate investigations into a beating and two slashings. All of the men
have since pled guilty and were sentenced to prison. A local former attorney was arrested and charged
with Attempted Murder, after a report of a serious assault in the Elm Street parking lot. The victim
reported that the defendant cut his throat with a knife after a dispute in a local bar.
In August we assisted Albany County Sheriff's Investigators and our local drug task force in
an investigation into crack cocaine being transported to our area via Greyhound Bus. Four ounces
of crack cocaine were seized in Albany, an ounce of crack and several ounces of marihuana were
seized locally. We also arrested another New York City man for selling crack in Glens Falls, believed
to be an associate of the Albany defendant.
In September a Glens Falls man was arrested for Sodomy, after an investigation into a report
that he had been sexually abusing his girlfriends son, for years. Also, a Queensbury man was arrested
for Driving While his Ability was impaired by Drugs, after he drove through one of our continuing
GFPD/NYSP roadchecks. And a former Philadelphia man was arrested for his participation in a
burglary to a Glens Falls Bed and Breakfast. The man had been in jail for a previous gang assault
arrest, when a fingerprint obtained at the scene of the crime was matched to the defendant.
In October of 2000, a city man was arrested after an investigation into a fatal fire at 50
Lawrence Street. Two residents of the apartment house died as a result of the fire. The defendant was
charged with two counts of Murder and several counts of Arson. He is currently in jail awaiting trial.
Two weeks later a city woman was arrested for an unrelated arson, for setting her apartment on fire
while there were other tenant's in the building. She is also in jail awaiting trial.
In November, six Warren County residents were charged after an investigation by the Drug
Task Force into the sale of crack, marihuana and heroin in Glens Falls and northern Warren County.
Also in November, after an investigation a South Glens Falls man and a Hadlock Pond man were
charged with Conspiracy to Possess with intent to Distribute Marihuana.
In December, we developed information on an international fraud scheme with ties to Glens
Falls. With the assistance of the New York State Police, the United States Secret Service, the United
States Customs Service, the United States Postal Inspection Service, the United States Immigration
and Naturalization Service and the Royal Canadian Mounted Police, we identified a suspect who has
allegedly been stealing the identity of several Albany area doctors and obtaining credit cards in their
names. The suspect was arrested in January 2001, in Ft. Lauderdale, Florida, and he will be
transported back to Glens Falls by the United States Marshal's Service to face charges in city court.
